More about the regional haze issue

Talking about this regional issue shouldn't be a hazy experience for all. The following articles detail just how complicated the issues are based on differences in legal and government administration, challenges posed by geography and even national pride.

The second article states that involvement from NGOs and big businesses may be crucial in resolving the problem, not immediately but over time. Note how each commentary avoids framing the issue in an unrealistic / idealistic manner, preferring to state their arguments in a nuanced way. Much your present slips in presenting arguments fall into the former category.

Implications for you as a writer:
Students who worked on Qn. 7 for instance were keen to pit one perspective over another, forgetting that in reality, issues are really complicated to resolve and it will take time. A weak student will often state that both developing and developed nations should bear the burden of climate change after offering reasons in defence of it.

A stronger student will go a step further and argue that this is most ideal but would take time given the types of challenges in different countries. No two countries are alike, even within developed nations and this presents challenges even if all countries agree one day to resolve global problems in a concerted way.

This may seem like a surgical adjustment to your writing. However, it speaks volumes about your maturity and ability to appreciate the underlying issues in a realistic and thoughtful way. All PYTS feature this quality in their argumentative techniques.
